For those asking whether if i will stay on DX9 or will switch to DX11, i plan to stay on DX9 for a bit longer. Reason why is, the game was running on DX9 for 10 whole years. Everything created and worked up to this point, suddenly changed to DX11. If i learned anything from EA, it's they are capable of breaking anything and everything from smallest to biggest. So yeah, i plan to stay on DX9 atleast some more months, or maybe until they force us to switch DX11. Time will tell.

One thing is, the option in the settings allows you to switch between DX9 and DX11 is not working. Atleast on my end. If your PC can run DX11, even if you click DX9 in the settings and restart your game, you'll launch with DX11.

So how do we fix this? In EA app, click on sims > manage > view properties > Advanced launch options > you'll see an empty box. To there, type: -dx9 and simply save and restart your EA app. This way, you'll launch your game with DX9.

This will also remove dx9 - dx11 switch button from your ingame settings. But once you go to same path in EA app, click on sims > manage > view properties > Advanced launch options > and delete -dx9, save, restart app, you'll keep launching with DX11.
