They had a complete cartel over most of the public land in the city, and fraudulently most of the private land aswell. Their signature style of landscaping that featured lots of very tall hedges and repurposed metal railings could be seen all over the city. During the course of the war many of these lush patches of greenery became ample fuel to the firestorm that helped to consume the city.
