Shanks aimed at everyone deliberately, he exaplained to whitebeard that since he was arriving on an Enemy ship he had to make himself at least a little bit of a threat, so he said sorry for knocking people out and damaging the ship. So this isn't to say who is more skilled between Rayleigh and Shanks, but just to say that Shank's display was not indicative of whether that's his actual top skill with haki or not.

Whitebeard revealed that Shanks was an aprrentice on Roger's ships and we even had a little flashback with Baggy and Shanks as children meeting whitebeard , and he has his hat already.
