There was no mistake, the last person he touched was Bakugo when he blocked his attack with his hardened arm. So at that point he would have stolen his quirk just before his arm returned to normal

Damn! Thats actually extremely broken then :O The only downside is, he never got the time to train with those quirks, so he doesnt know how to apply them in the best way, but still, thats fire!

Monoma's quirk allows him to use only one quirk at once, but he can use all quirks he copies interchangeably for a 5 minute interval. So, no, it's not a mistake, but I understand why you think that.
