Um, the USS Guitarro (SSN-665) sank next to the pier at Mare Island Naval Shipyard in 1969. Please see https://www.history.navy.mil/research/library/online-reading-room/title-list-alphabetically/s/sinking-of-the-uss-guitarro.html However, I should point out that the US Navy didn't sink Guitarro until it had already built 89 nuclear-powered submarines before sinking one at the pier. This is compared to the PLAN having built only ~12 nuclear-powered subs before embarrassing itself by repeating the feat.
