I'm going with tough. Typically people in Europe stay within their country if they have to find work outside of their hometown. Countries in Europe are much smaller in size than the US. Therefore family ties are easyer to maintain. Also people do not move for work as easyly as in the US. Some Europeans are more willing to compromise on their careers than on where they want to live. Thirdly most European countries have a healthier work life balance.
