But Indra was still like 10 when zetsu first made him awaken his Sharingan and the scenes where he's first shown being strict he's already like mid-teens. Zetsu's been in his head for like a decade by the time he's all "law is law".

On the grand scheme of things, the Rasengan doesn't seem all that complex quite simple actually compared to any other jutsu . And add of the fact that you don't need to weave signs for it.
