Manhunter is part 1 to all of the Hannibal movies. It came out in the 80s .

This film has a different feel from Silence of the Lambs, and not just because of J. Moore replacing Jodi Foster. As you said, this one leans more into horror, while Silence was mostly psychological thriller, showing Hannibal warming to Clarice and deciding to help her. And of course her dedication to finding the killer instead of just following orders.
Looking it up, The lira was the official unit of currency in Italy until 1 January 1999, when it was replaced by the euro ( the lira was officially a national sub-unit of the euro until the rollout of euro coins and notes in 2002 ).
With "Red Dragon", I read the book before the movie, the book gives a deeper look inside the mind of the killer, but simplifying the story a bit is common with film versions of books, making things more visual.
You talked of wanting to learn about how Hannibal became that way, "Hannibal Rising" is a prequel, his origin story, but Anthony Hopkins is not in it. And it is also a different filmmaker.
