And how is “Hey, I’m going to take the moral high ground and it’s not going to cost these guys anything because I’m creating it out of my own mana” unhinged?? He’s not about to displace the innocent citizens of the city. He just might be commandeering the land of a few officials, but all of them would just be getting the results they were content to enforce on others….

In the latter case, it’s something that has been escalating over years, multiplied by the simple fact Be. genuinely believes the gods SHOULD be better. As has been pointed out, working with less Myriad has always tried to be fair (if a little underhanded about the “Apostle” thing). The other gods, therefore, should be held to the same standard.

He could have simply said "No, I'm not building a city on a swamp" the moment he looked into the guild master's mind, and could have built the city on a better plot instead, without ever telling the mayor. He'd be pissed, yes, but what is he gonna do? Demolish an entire city built by a third tier, that also happens to be an apostle? And what about the people living in the new city? They'd desperately want to protect their new homes, so it would turn into a civil war if the mayor tried something.
