Here I started the complex background with a sketch and then loosely placing big blocks of color once i had imagined a good color/light composition, and then refined it and refined it.
I actually don't do this too often! I tend to go more layer by layer, first the sky, then some buildings, then the features of them and so on. it depends on the mood :·)
