Between some remaining Battletech work I polished this up a bit more. Feeling good about it where it is, without jumping into color.
This type of colony setup could be built upon precious resources located underground, or could be in an ideal location to seed better atmosphere. Maybe the current plant life wasn't there when they landed, etc.
I think with a planet's innate ability to hold a large number of people on its surface, and with each faction holding many planets, the need for ideal flat city building ground diminishes. Focus is redirected to resource, environmental, and aesthetic conditions.
Without the need for as much expansion for population purposes, many colonized planets will exist in a perpetual "frontier state".
