Special Grade 1 was just a title created to satisfy the egos of the clan members of the 3 main clans (Gojo clan, Ze'nin clan, Kamo clan). Special Grade sorcerors are extremely limited and are the strongest, most clan members aren't special grade but they didn't want to be lumped into the Grade 1 status so they just decided to make up the Special Grade 1 title to feel more valuable as sorcerors. There's a good amount of Grade 1 sorcerors who are stronger than most Special Grade 1 sorcerors. For example, Aoi Todo is a Grade 1 and he would be able to defeat most of them except for a select few.
