And when titans attack, I think there is much bigger concerns for repair than the holes caused by the hooks. Also theyve never hooked onto the wall itself, they always had to shoot their odm gear all the way to the top and grab onto the canon tracks so the walls never get damaged/need repair

They show his whole range of emotions throughout the situation, even having Armin see his panicked breathing. Even if he believes Eren could prove useful, he fears that sparing him could put what little remains of humanity at stake. They know so little about the titans; the only ones they've seen that aren't mindless caused hundreds of thousands of deaths by breaking the walls.
