You are not "supposed" to watch that material, it's intended to be skipped. It is just a means for the production company to release episodes weekly until there is enough content from the manga to be adapted. That style Is worn out though nowadays as most production teams just take breaks instead of forcing out weekly content.

The goverment want them close for knowledge and to use them when they are requested for their strengths. In exchange the goverment wont chase them and let them do their own thing. So they are not warlords because they are the best of the best fighters, although they are strong and some of them are very strong fighters or among the best.

Lots of filler, lots of slow dialogue, most fights take like a full episode at least. Usually they drag them out over several episodes. Might be worth looking up a synopsis list (wikipedia has one I think) and just sorta skim through that while watching whatever episodes you feel like.
