in my view, everything Alicent has done has been for duty, not power. During Viserys' sickness it was Otto who ruled through the council and now when she advocated for becoming regent it was in fear of what Aemond would do to further escalate the war. And to add on her relationship with Aegon, I fully believe she loves her children but can't ignore their faults either (Aegon, Aemond), she couldn't console a grieving Aegon in ep 2 directly after her own father ignores her. She internalizes that love for them instead of showing it and when we do see it it's during dangerous situations (e.g. protecting Aegon with her body in ep 9 last season and doing the same for Helaena in ep 6 of this season).
