Maybe Zevara appealed to some Drake city policy on how cities can offload prisoners they can't handle to each other? And on paper it just looks like "high powered prisoners we can't handle" and the Drakes as a whole don't even really care what a Raskghar even is, it's just another prisoner. Does Chaldion have strict oversight into all Pallass military doings? He might be getting influenced by Erin? But besides that it sounds like Zevara as Watch Captain has sole oversight in Liscor, and Pallass is only getting involved at her request.

Zevarra has made a deeper dive into liberalism than Erin has over the course of the story if you didn't notice, so her behavior is spot-on for this tale in both ways.

2020-10-14 22:07:53 +0000 UTCTo be entirely fair, Numbtongue's death order was rescinded a while ago when he became an unofficial and unwelcome citizen of Liscor. If nothing else, the city doesn't want to give up on Numbtongue's future earning potential after they missed out on taxing the first Raskhgar treasure haul. The kill on sight order exists for goblins and antinium thanks to a recent history of constant warfare, but less familiar and unpopular peoples in Invrisil like selphids and drowned folk have been given the benefit of the doubt and allowed to live in drake areas. The presence of a couple of dragons indicates that drake law may not "mandate" the destruction of all non leveled monsters on sight.

2020-10-14 21:12:17 +0000 UTCThis chapter doesnt make any sense. The Drake cities have never had a problem killing Goblins. Numbtongue still has a kill on site order. The Antinium still do in all cities other than Liscor. Why would their surrender being taken? Why did the Drakes feel their laws applied to them? Mythical creatures and not Goblins? Why was their such an about face? You can say Erin changed their minds.... But she hasnt gotten Numbtongue in and hasnt fully turned their minds on peaceful Goblins let alone a species that has recently killed so many and been their enemies.... this chapter seemed to jarringly change the personalities and beliefs of the people of Pallas and Liscor. Really odd.
