When you think about it right, Lucci and Kaku make sense, they are extremely talented and they both underwent awakenings. But bottom line is, CP9 was responsible for letting the straw hats cause the destruction of one of the three most important Navy strongholds on the Grand Line, how the fuck did they get a promotion instead of an execution is beyond me.
