I read up on it, And it seems you are correct, which is a huge fuckin problem. Raffles are still permited in certain instances, such as rewards for community goals and long time subscribers etc. Still will draw these as whats done is done, but i guess raffles will have to be replaced or changed to go in line with ToS. -sigh-
