They tried once, but not very hard - they claimed the grass was too long. We pointed out it was long because they didn't inspect the property until several weeks after we'd moved out.)

It’s because if you get evicted they have to have a notice period and an eviction period that can easily take a month. So dishonest renters could otherwise pay for 1 month, live there for 2-3 months without paying another penny, then once evicted move into another place and repeat the process.

Because it isn't the second month's rent. You pay 2X+SD when you move in, then the 1st of every month thereafter you pay another X. If you don't pay by the 6th of the month they start the wheel to evict you. When you notify them you are moving out, they supposedly let you skip paying X for the last month, but don't count on it. When you actually out you get your security deposit back, in theory, though in practice they will always come up with a reason to withhold some of it. Many places have landlord-tenant laws regulating all this, at varying levels of fairness and actual enforcement.

Assuming this is a serious question, many landlords demand you pay two months rent up front, with the second one being for the last month you will stay there at what ever date in the future you decide to leave. Besides being able to have that money as a de facto loan, this helps weed out prospective tenants who don't have reliable finances. It might also figure in if you came in to the deal through a rental broker, who will ask the landlord for the first month's rent as their fee.

Usually it's just one month's rent. And cheaper places use that as the deposit. But the bigger the city, the more competition. So I'm certain there's a lot of places in big cities that are like this.

Commenters keep spelling her name Ahn! It's Anh. If it is Vietnamese, which looks likely, it's pronounced more or less like Ain -- like Fine in general American without the F. The "nh" digraph represents a sound rather like the Spanish ñ which English really doesn't have except in some loan words like canyon where it is represented by the "ny" digraph between vowels. I know this breaks a lot of puns which I suppose is Anfortunate but the repeated misspellings give me an itch in my editor reflexes. :)
