I don't think the Morays are instantiations of the Director. The whole point of them making the Morays was to have something closer to "normal" people / AIs to communicate with them as the Director's consciousness is too full of abstract science to be able to do that.

I suspect this is a "hats" thing. She's an autonomous person, but she also acts as a proxy for the Director. When she's acting as herself, she's probably got less authority than Claire would have in her new role. When she's acting as a proxy for the Director, she effectively becomes the Director for that purpose.
It sounds like the Director generally just creates a proxy when they need one, but after that it's up to them what they do - they can either return or remain autonomous and find something for themselves to do until they're needed again.

I am now entertaining the possibility of Claire and Marten opening a library/coffee shop where Claire manages all the written documents and "various studies and experiments" that can't properly be digitally archived. While Marten manages the rumor mill that comes along with people gossiping while getting coffee. He can takes notes and send Claire the list of people that haven't been seen in over a month to find out what they've been doing.

But Zlata is definitely growing on me.
I can see it now, Marten establishes a proper coffee establishment, Claire sets up shop in an adjoining space. And neither her or Zlata are too good to pitch in and help when the need arises.
Of course, when they swing back to Northampton they all go back to CoD for advanced training.
