To hold someone in place by grabbing their shirt, you don't need to be stronger than them for success. If they're a cinnamon roll, they'll stop as soon as they've noticed. If they like the shirt, you just need to hold the shirt firmly enough that they at least have the impression you are strong enough to rip their shirt if they pull away with enough force to do so.

It can only have happened because Elliot is too much of a cinnamon roll to keep trying to move once he realised that she had grabbed him. This reminds me of an episode from a roleplaying game where I was playing a super-strong character (like, bench press 100 tons strong), and another, smaller and much weaker, tried to snatch the phone out of his hand. I decided that my character would continue the phone conversation with the other character dangling from the phone.
