If you can figure out a plausible way it could be a style choice on her part, or something that an engineer put in that she got used to, sure. It looks like a anatomical drawing error to me, though. She is built like a big, strong human, except for that detail.

[side rant] Bubbles's neck is too slim and stalk-like. It makes her look like her body isn't really part of her, but rather that someone stuck an ordinary women's head and neck onto a big strong body. You won't see that on muscular women. Even though few athletes other than boxers and wrestlers develop the neck specifically, the trapezius stabilizes both the shoulders and the neck, and developing the shoulders almost always develops the neck as well. Like as not, Bubbles' muscles were installed, not developed by exercise, but any good military engineer is going to want that head stabilized. Her brain is probably somewhere in her thorax, but all the major sense organs are in the head, and if it gets knocked loose, your soldier is incapacitated. That's not my major source of dissatisfaction with the neck, though. I don't want Bubbles to be a sweet, shy girl stuck onto a big strong body. I want Bubbles to be a single integrated person of her own particular kind, not two different people stuck together. For that reason, I want her drawn looking like her head is part of her body. That is going to take a better neck. I know I am a whiney, entitled, ingrate who has no concept of how hard it is to draw necks, but it's not about me. It is about getting Bubbles right.
