Technically, humans can't taste capsaicin, either. Capsaicin is tasteless and odorless. What we perceive as the spiciness of capsaicin is actually just an irritant reaction on the pain receptors in our mouth. Bird pain receptors are not sensitive to capsaicin, so it has no effect on them.
