It's also worth noting that Faye asked if she could be drunk at work, Dora told her no, then she showed up the next day drunk AND lied about it to Dora's face.

I didn't think Faye did it all the time (except at home), it seemed more that she hit a breaking point and it was only a recent thing and she got caught on a day of weakness. Just seems kind of like a double-standard. Why even have the emergency bourbon, for example? Always kind of gleaned from the whole 'emergency bourbon' thing that Dora was down with needing alcohol in the event of an emotional crisis, until it actually happened, then she wasn't.

Well, several things spring to mind. 1) She's the boss and owner. Like it or not, it's her prerogative to get drunk at work and allow employees to do the same in a specific situation. 2) Faye was hiding being drunk at work. 3) Faye had drunk at work more than once (earlier excusing it by it being late and there not being any customers anyway). 4) Things had been building up to that for a while. If she let it continue, she'd just be enabling the alcoholism.

Possibly. I hope so. Regardless Dora's my least favourite character for a number of other reasons, so this is more so icing-on-the-cake if not a ruse.
