This is a good example of a comic where I didn't have a punchline I was happy with until I was actually lettering it, and then Bubbles' line in panel 4 just popped into my head. This happens surprisingly often!

I think it does benefit from a spoken punchline. I particularly think it's a good one on the basis that whether the risk to her safety is from hitting herself or for being arrested for treason is open to debate.
