Ghost of Yōtei - HDR Optimized Settings

The game DOES USE/APPLY Playstation HDR Calibration app settings.
The game on paper has a good HDR implementation as it accurately reads and applies system level HDR Calibration values and still provides additional in-game Brightness and Contrast settings, but final picture may have mixed results based on conditions and environments.

With the default settings above the game will in fact reach perfect black levels (or even crushed black levels) in some areas while still looking very washed out with lifted blacks in others, which only means both are part of "creators' intent" and not an inherent problem with the HDR implementation itself.
So my advice for all TVs/Display is to just leave those sliders at their default, but if you're annoyed by difficult to see shadow details you can try Brigthness 60, but if the picture looks good to you also on Default, leave it on Default.
In all cases don't change the Contrast slider as the "Dramatic" setting will just make things even more artificially contrasted.
BONUS:
On base PS5: use the "Performance" (60fps) graphic mode for best smoothness and input latency
On PS5 Pro: use the "Ray Tracing Pro" (60fps + RT) graphic mode for best smoothness and input latency still coupled with Ray Tracing
