Political parts are a little confusing, but i dont think they’re trying to make North korean guy the president. Rather, professor Han is on the side of opposite party so they try to make him go to north so that ppl would think the opposite party is working with North korea / communists and re-elect the current ruling party. That’s why the higher ups from police didnt want to catch sooho because he was part of their plan.

Yeah, this will be the turning point of the whole series but I think every episode they make things more interesting by either escalating things or putting a twist which makes the series great. Also, the snake god is a superstition that those wives of politicians believe. I think them believing such superstition will make Jisoo's stepmom crave a higher political position for her husband despite the fact that they had to kill 13 virgins.
