Magistrate Alcazar was going to be a friendly superior officer. If I tell you "Alcazar" is a type of Spanish castle maybe you'll get the twisted 80s reference. But, as with Marshal Tanaka, at the last moment I thought it could be more interesting to make him a not exactly supportive police chief.
