The way I feel about viper and the dragoons is that weather they happen to be antagonists for the party is irrelevant, they seem like an honorable bunch of soldiers that do a good job keeping peace but they don't rule the people with an iron fist, termina seems very stable and is thriving. So they fall into the better end of feudal lords.

The hit/miss chances are only your *base* chances. The enemy's evade is not factored in. Missing in JRPGs is really uncommon. Actually, JRPGs deprecate randomness as a whole. There's not a lot of critical strikes, misses, or random variation in your damage ranges.
