Good as gold

There are no roads. There is no plumbing, no running water, and no sewage disposal system. What there is however, is gold, tons of it. So much, in fact, that over the years, thousands of people have moved to the city with the hope of striking it rich. But even so, over 68% of the population still lives below the poverty line. Why?
