I agree with Commodus that someone who does not lust for power should get the most responsibility... I just think that this attribute alone is not enough to guarantee the best ruler. To be fair, Adolin has a few other qualities of a good leader, he is empathetic, charismatic, enjoys thinking about problems and knows how to delegate power well, but I still agree with him that he isn't the best choice. It's just like Azure told him in Shadesmar, sometimes the honorable thing to do is to not bear the load. Sometimes you have to be humble enough to look at a priceless ancient vase and say "I'm not strong enough to carry this, my cousin can carry it. If I tried, it'd just fall and break."
