You say it to voice your approval of what someone else just said, encouraging others to โhearโ it and take it in. IIRC, members of the UK Parliament say โHear, hearโ instead of clapping their hands (I guess that would be vulgar or something ๐) to applaud other membersโ speeches. (Iโm not British, so have never heard this in person, only on television)
