This homage – it's not a real game, just pixel art – is specifically based on Final Fantasy II, which came out in 1988 in Japan and was not released in any other country at that time. It's particularly good, but unfortunately we do not know the author. The file was saved in 2008, but may have been made earlier.
Bonus: In the lower left screen we can see a dialog box. The "speaker" (MAYU) means "cocoon" (繭) and the sentence says "the flames have been extinguished" (炎が 消えた). A reference to a memorable moment during that battle. Because of memory limitations back in those days, games could not use kanji and everything was written in kana.
