The problem is who trims her? The city or the property owner? Women randomly being turned into trees can be a maintenance nightmare. What if her roots start lifting up the sidewalk? What if she falls over and damages someone's car? The person or thing that did this is irresponsible to say the least, and they are due a large bill if they are ever caught.
