[Mod] (Approximate) Fix for EA's Burglars' RARE Bug of Police Not Showing Up

This post is addressing the bug for which the following reports are made:

This is a RARE bug. It's unlikely that you have it.

Don't use this fix unless it's confirmed you have the bug (ie, if cops never show up for anything in your game).

The bug report is eight months old. it was unknown and immaterial to me - until two users of Law & Disorder mentioned the L&D cops not being able to show up for them.

The common point between the EA cops and the L&D cops? The Sim Filter used (it's a code file to determine what Sims can qualify to be given the job of NPC cop for an arrest). I use the EA one and not a custom one on purpose - to avoid sims being uselessly created when my mod can reuse the ones EA creates for its own stuff already.

So, once it was determined that the issue these players were having was not a mod problem on my side but some weird EA problem (weird because it is highly illogical that it doesn't happen to everyone but only to a very rare subset of players) - I was left with needing to come up with a game bug fix.

I don't have time to fully investigate the issue. I have a fix, though it should NOT be used by anyone NOT having this problem, because it has a caveat.

The true problem seems to relate to something about the NPC police career. The filter can't create a Sim who has that career, so the bug occurs. The only moment the filter starts working is when we stop demanding Sims be of the NPC police career.

The fix here does not fix that. Instead, it allows sims of any career to be used as cops for the purpose of arrests, so arrests can work. That's the caveat. Not a huge deal - won't harm that sim's actual career etc, but a caveat nonetheless (normally only Sims with cop careers can appear as cops)

IF you can't get cops to show up when calling about a burglar OR can't get cops to show up from L&D (which is the same problem since the same Sim Filter is used), use this fix and you'll be good to go and get your Sims arrested.

OTHERWISE, DON'T install this file. You don't need it or its side effect.
