The SEA radar mode is quite similar to the GMT (Ground Moving Target) air-to-ground radar mode. In this case, this allows you to track ships better and use Harpoon anti-ship missiles without needing a preset waypoint or having to use the targeting pod's limited range.
With SEA mode also comes a little extra with how to use Harpoon missiles in conjunction with the air-to-sea radar. It's pretty straightforward and very useful.
