Commissioner here, This is different from Lust from Afar which shows a cuckold relationship. Photoshoot is more about Rias and the girls going into porn careers. Issei and Rias are together and he’s fine with it, he’ll have other scenes with some girls too here and there. But it’s not about Issei dealing with their career, it’s just about the career itself. This chapter was just something sweet I wanted Rias and Issei to get to do before they go all in.

Maybe it reads better if he's not her boyfriend, and he's super jealous of of Sairaorg so Rias does him a solid by doing this with him (and maybe they make it official...eventually, don't stop Rias' porn career too soon XD) - or, he is her boyfriend and instead you lean into his porn addiction with him getting off on having a porn star girlfriend like whatsherface from canon (Kamen Raider Pinky or something?), only way hotter.
