Tattoo artists in halfmoon use a painting ink similar to henna, so their tattos are semi-permanent, they need to refresh them every now and then. And yes, they do use glow in the dark inks as well, in special rituals or festivities. Hestnut doesn't use that kind of ink though, because she needs to be stealthy...
