General Cultural Question for You

Question for you all, without Googling, do you know the general context of what the attached is referring to?

Every time the Bay to Breakers rolls around (it was Sunday, in fact) I think about doing something with this, but I'm not sure if it would make sense to non-locals.

Public nudity wasn't actually illegal here until a few years ago, and it's basically all one guy's fault. So in the US indecency laws are all passed at a city or county level and so are different everywhere. We never had a law because we never really felt we needed one; it's a bit too cold for about 40ish weeks of the year, people naturally adhere to cultural standards of modesty, and when public nudity happened it was always at beaches or events where we all sort of decided we were cool with it. Most notably the Folsom Street Fair (don't Google at work) and for some reason the Bay to Breakers. Bay to Breakers is a foot race across the City (from the San Francisco Bay to the breakers at Ocean Beach) that at some point became common to have people run in costumes and from there it wasn't much of a step to nudity. It probably came from the hippies originally, and as a city we have a general laissez-faire attitude toward pretty much everything if it's not harming anyone. Anyway, there was this one guy who liked to just hang out fully nude except for sunglasses and a fanny pack at the corner of Market and Castro, which might have worked if he were a woman or even just better looking, but he was a bit too old and a bit too out of shape. Local businesses felt he was deterring customers, the gay community felt he was making them look bad, it's a busy intersection and busses full of tourists would pass by, and on, and on. There was something of an outcry, but he wasn't breaking any laws so the police couldn't even make him go elsewhere. so the Board of Supervisor's passed a law against public nudity. However, that would put a stop to our beloved traditional BDSM fair and naked one-third-marathon, so they passed an exception where public nudity is allowed with a special event or parade permit (as noted above). And some of the beaches, but they're state or federal land and exempt from local laws anyway.

Being from country where public nudity isn't iliegal(of course most of the year it is way too cold for it unlessone wants to risk frost burns), indecency how ever is (so no sex or pole dancing next to a school) I have no clue what's going on. But sounds like perfect time for some shenanigans ad either eye candy or your audience reaching for bleach. In Finland we have this annual "Alaston kymppi" (naked ten) running event.

In reality that's pretty accurate; I was thinking of something along the lines of: Police are after Miyuki for ninja activities, so she joins the costumed part of B2B to blend in. Police are now looking for a runner dressed as a ninja, so she slips into the bushes, strips completely naked, and rejoins the nude part of the race, and escapes. And it either ends there, or she keeps going, accidentally wins, and the media want to interview her, so she has to run away again because she doesn't want her happy young bouncy, um... whatever is the opposite of a hangdog on TV.

I’m local so maybe I don’t count, but Bare to Breakers always seemed more like an excuse for aged hippies to make people look at their sad old floppy hangdogs than a thing people you’d want to see naked would do for actual body freedom reasons. maybe you could do an extra layer were the girls show up in silly costumes as is the actual tradition but do to poor construction, magic cleaning solution filled balloons, or good old fashioned someone stepping on the tail so the costume tears off leaving them naked… at which point an aging hippie, his sad old floppy hangdog carefully cropped off screen, runs by and says “alright! Finally you youngen’s are embracing the spirit of the 60’s!”
