Here we have her GREATLY enjoying a very large meal of several people. Whether or not she gorged on some of the cognitive people in her palace or some of the Phantom Thieves is up to your interpretation.
Either way, Shadow Sae is mentally betting on where they will end up as fat for her body, are they all gonna go straight to her tits? Maybe all to her ass? Perhaps evenly distributed between the two?
Who knows, but this is a gamble she definitely is very willing to go through with, that's for sure.
