SERN is just a legally distinct CERN - the European physics research body, you know the people who run the large hadron collider in Switzerland. It's kinda a tongue in cheek joke- that a group of theoretical physicists constantly pissing off member states by asking for more money for one more partical accelerator (its thr last one we swear) end up being the evil global authoritarian government.
