Finally got the distinction between New World and first half of the GrandLine. It's called Paradise. Now, let's think of the whole past whenever GrandLine was mentioned to be a Pirate Graveyard, New World is still GrandLine, its just that the 2nd half is called New World since whoever reigns that section of the sea will bring in the New World/Era. Whenever they said Pirate Graveyard, and how people coming back from GrandLine had dead eyes, its very possible they all came back to Paradise. Even LiveAction Garp, telling Luffy in Ep 8 finale "You are Not Ready", is like the showrunners knowing stuff from later arcs, and Garp knows about all the stuff, hence the warning. When we entered GrandLine, all of the hype of how its a pirate graveyard, wasn't really apparent. It was again a bunch of islands, and felt more like an adventure. But the hype for New World is much closer to the first description.. hence the first half was the Paradise..we went so many places, even the Sky.

To make things clear, I’ll break down the hierarchy of the One Piece world for you, based on everything we know up to episode 511. A long time ago, twenty kings from twenty different kingdoms teamed up. Their descendants became the Celestial Dragons, and from that alliance, the World Government was created. Within the Celestial Dragons, there’s a hierarchy too: someone like Saint Charlos is basically at the bottom, while the Five Elders are at the absolute top. They’re Celestial Dragons as well, just on a much higher level. Under them, the World Government controls several different military branches. So far, we’ve mainly seen CP9—their secret assassination agency—and the Marines, the main military force. The Marines are led by the Fleet Admiral, but above even him is Kong, the Commander-in-Chief of all World Government forces. He oversees everything but doesn’t get involved much in daily Marine decisions, which is why we barely see him. And finally, when the Elders talk about “the balance of the three powers,” they’re referring to: The Marines The Warlords The Emperors
