CBloom, Cosmo is soviet because she is based on the real soviet dog "Laika" that was launched into space by the soviets in the 50s. I think Cosmo was a male dog in the comics, but to make it even more of a tribute to her, Cosmo was made a female in the MCU. It's a really sad story with Laika, and I loved that they included Cosmo.
