This law is more enforced in customs than anything since 90% of hentai consists of characters that look under 18. Personally, I don't think you should abandon this project simply because legal issues since you have an international audience (many of them Chinese where porn is illegal lol?) Make it a DLC or something, something that isn't mandatory so people who don't want it doesn't have to have it.
