A suggestion: make Tracey a repressive brat. If Pansy is a brat that follows her impulses and does what a brat does, then Tracey could be a brat who denies her nature. She wants to poke the proverbial bear so to speak but knows that's not right so she keeps her taunts to herself. But then she sees Pansy getting what she wants and just relapse into a full fledged brat
