It's called civil disobedience. In the US many people were offended by statutes depicting racists and slave owners. People vandalized the status in protest to have them removed. It's illegal, but in the end it triggered legislation that had them removed, esp in southern cities with populations of majority people of color and descendants of slaves.

2025-01-09 09:41:06 +0000 UTCA nude peaceful protest is an example. Women have done it here in the USA for the right to breastfeed in public areas. Arrests were made but they eventually won that right due to pressure put on legislators to create a law making it legal.
