It was in front of us all along... Also narratively, with flying being seen as the greatest freedom mankind can achieve, he stole that from shigaraki and stole his freedom going forward. Idk if you caught it, but AFO explains that decay is a copy of overhaul's quirk, that the doctor modified. The modification made it irreversible so its just the dissemble things effect, and I'm guessing because its a copy it originally didn't work as fast as Overhaul's does, which basically instantly kills you. Its neat that both Overhaul and Mirio can be seen as the secondary options to succeed AFO and All Might. And despite the quirk being inferior, you can argue shigaraki's will power turned decay into something superior, since it can spread.
