Heavenly Procrastinator Chapter 66

"..."

Rokas entered his Inner World and snuck up on Xia Qingyue, lifting her up and carrying the beautiful fairy away.

"Rokas-…"

"Oof… you're so much heavier than before." Rokas remarked, smiling slightly. "It must be that little dragon."

"It should be no trouble for a man so strong." Xia Qingyue countered, blushing ever so slightly as Rokas princess carried her around.

"You’re right. If it were anyone else, their arms would surely fall off." Rokas jested as he took her out to the shimmering waters of Volantis.

At his will, a boat appeared, and he laid her down. Night had fallen upon Atlantis, enshrouding it in darkness. Even so, the city remained alight through lanterns as Rokas rowed through the beautiful canals. There was a comforting silence between them.

Until Rokas began to sing.

"What would I do without your smart mouth?” Rokas grinned slightly, glancing to the side. “Drawing me in, and you kicking me out. You've got my head spinning, no kidding, I can't pin you down-"

"What's going on in that beautiful mind?" Xia Qingyue intercepted him, singing along.  "I'm on your magical mystery ride. And I'm so dizzy, I don't know what hit me but I'll be alright."

"My head's under water, but I'm breathing fine. You're crazy, and I'm out of my mind." Rokas added, smiling slightly.

“Cause all of me… loves all of you. Love your curves and all our edges, all your perfect imperfections. Give your all to me; I'll give my all to you. You're my end and my beginning. Even when I lose, I'm winning…"

They sang together in perfect harmony for quite a while. Eventually, Rokas left the rowing to his profound energy and sat down beside Xia Qingyue. She smiled and leaned against him, closing her eyes. She looked perfectly at peace.

Soon enough, their boat had sailed past the city and into the wider river.

"Sorry that I've been neglectful recently." He kissed her forehead. "I've been doing far too much micromanaging…"

"You don't need to console me in regards to that. I understand most of the duties that you have. Since it is the beginning of your rule, naturally, the city requires your attention in several ways, and many matters depend on you."

"I would be lying if I said this budding city of mine was nearly as important or precious as you are…"

"Always the romantic." Xia Qingyue's lips curled into a smile as she looked ahead. "Though, one clearly needs more attention than the other…"

"I agree, one clearly does…" Rokas began by softly kissing her neck, slowly moving up to her lips. "And it is my Fairy of the Frozen Moon…"

"Ah…” Xia Qingyue let out a soft moan, her cheeks turning ever so slightly red as her heart began to race. “That… would be the wrong answer-”

“You’re not very good at lying to me, Qingyue.” Rokas smiled, pulling her into his embrace. “I know when you say one thing and mean another.”

“If that’s what you want… you should be ready for the consequences.”

“And those are?” Rokas questioned, blinking with curiosity.

Xia Qingyue pressed her lips against his, slowly pushing him down.

“I wouldn’t quite call that a consequence,” Rokas remarked, grinning slightly. “Would you?”

“Hmph.” Xia Qingyue chuckled. “I suppose not…”

[System: Touching toes…]

Woooosh… BOOM.

Almost instantly, a space mod had crashed into a mountain where an expert of great power meditated. Three Space Marines left, two carrying rifles and the other a hammer.

“Which fool dares disturb my meditation?”

The Dragon Spear Sovereign opened his eyes and flew right to the source of the commotion.

“Who… are you?” He questioned, frowning slightly as he observed the three figures. “Such strange armour you have. Is this a circus act of sorts?”

“The God Emperor has called upon your services, Dragon Spear Sovereign.” The Space Marine with the hammer replied with an authoritative voice. “You would do well to see the light and pledge your spear to him.”

“... The God Emperor?” He questioned, raising an eyebrow. “Which one? There are quite a number of them.”

“The One True God-Emperor.” The Space Marine replied. “All others are nothing more than false idols.”

“That… did not answer my question.” The Dragon Spear Sovereign drew his spear. “Speak plainly or suffer the consequences.”

“He stands at the summit of all existence, for his destiny is to rein in and master the Universe.” The Space Marine replied. “You may know him as Long Ke, the Heaven Punishing Divine Emperor, the Patriarch of the Dragon God Clan, the one who has already put three false God Emperors into the ground.”

“Ah… it’s the lord Dragon Monarch. You should have said so from the very beginning.” The Dragon Spear Sovereign lowered his weapon. “Of course, I’ll answer his summons.”

Rokas kept his word and added plenty more things for others to engage in. From a Colosseum where his creations would duke it out to a secret world full of mythical creatures to a Sovereign brand store which was free to Atlantians. Turns out many found his drip to be quite immaculate as everytime he refreshed the stock, it vanished almost instantly.

For now, everything relied on him heavily… but, once the first graduates would emerge, the city would ideally be able to run on itself. The Eternal Heaven Pearl would save him a lot of effort in that regard.

As for the suspects that Qianye Ying’er discovered, they were all served their due punishment publicly by Huan Caiyi who was assigned the role of Master of Laws. After that, he instilled the idea that marriage is a sacred bond and so adultery officially became a crime with varying punishments depending on the severity. Because of this, having multiple wives was only permitted under certain special circumstances. There was also the option of being single and not making vows that one cannot keep.

[System: Rules for thee but not for me.]

The Space Marines succeeded in bringing in the various experts assigned to them from one side of the God Realm to the other. All these grand figures whose names could shake entire worlds patiently sat in a conference room… drinking the tea which the God Emperor had provided them. There were cookies too, which many of them enjoyed.

Soon enough, the doors opened, and Rokas stepped forth with his hands behind his back. He wore fancy clothes that made him look like he was a noble from the Renaissance age. Even though not a single strand of profound strength left him, everyone recognised him by aura alone.

The experts stood up almost simultaneously and bowed.

“Dragon Spear Sovereign, Long Tai, pays respects to lord Dragon Monarch.”

“Bow Sovereign, Xun Xiulan, pays her respects to the God Emperor.”

“Heavenly Medical Saint Zhong Zhi pays respects to the Heaven Punishing Divine Emperor.”

Rokas stood still as the various experts introduced themselves. Afterwards, he waved his hand down and gestured to them to sit down.

“There’s no need for all the formalities.” Rokas smiled as he began to step closer. “Please, sit.”

They followed his order, seating themselves back down.

“Forgive me for dragging you out of your circumstances so suddenly.” Rokas began to pace around the table, his eyes moving from one expert to the other. “As you all well know, I have settled in the Southern Sea God Realm and built a city here. It is not quite like any other city, where anyone with sufficient strength could stumble along and do whatever they so wish…”

“This is a lawful land, indeed!” Long Tai agreed with a rather loud tone. “Though, why should someone of your power care so much for the common people?”

“To me, that very question is the answer. It is because I have this power that I am the only one who can change this world.” Rokas replied, smiling slightly. “The power of light and darkness, the strength to suppress the entire universe. If I did not agree with something, who could argue against me? Who could stand in my way?”

“...”

“You see, I could enshroud everything in chaos… or bring order.” Rokas kept walking around the experts at his own pace. “I choose to do both… ultimately, leading to order. Now, seeing as you stand here, I offer you the opportunity to be part of this change. To be the very teachers who aid in the development of the Gods of tomorrow. Raise the sons and daughters of my Empire who will one day carry on my will to every corner of the universe.”

“Their flames will cleanse the filth, purge the unclean and-…” Rokas stopped himself, chuckling slightly. “Pardon, I’ve been around my Space Marines a little too much. But you get the idea. Besides that, I will naturally be kind to those who aid me."

"Jun Wuming here can attest to that, I'm sure."

"Yes, the God-Emperor's generosity knows no bounds." Jun Wuming nodded. "Nor is there anything that he is incapable of. Even among the highest of existences, he is worthy to be called master."

"If the famed Sword Sovereign says so, there is no reason to doubt it!" Long Tai remarked, smiling from war to ear. "This Dragon Spear Sovereign agrees to be an instructor in the Academy from this day forward until lord Dragon Monarch no longer requires my services!"

"The prospect is most intriguing. I have always wished to spread the way of medicine and aid as many as I could…" The Medical Saint among them nodded. "What brilliant students could emerge from the God Emperor's far-reaching influence… Yes, I see your vision and would be beyond honoured to do what I can in order to see it realized."

Whether it was to avoid offending him, for mutual benefit or for genuine interest, all of the experts agreed to become instructors at his academy. After that, he was able to plan out the curriculum with greater depth with his new instructors. Considering their respective wisdom and knowledge in their specialized fields, Rokas found himself learning new things.

'These individuals… might be a little bit overqualified. Nevertheless, this is good. Even the most hopeless person could succeed with these experts teaching them.'

'For the first batch, I'll have to be a bit more hands-on in certain aspects. But after that, the most exceptional graduates should have the qualifications to teach what they learned onto the next batch…’

Rokas was taking a stroll through the city with Cang Yue, attracting many eyes. Though his presence in the streets was not entirely uncommon, no one wanted to miss the chance of gaining his attention. It was then that one old man saw his chance and knelt on the ground, right before him.

“My Lord, this humble servant dares to ask for your divine intervention…”

“Hm?” Rokas raised an eyebrow. “You have my attention.”

“Well… I… it happened before this old man joined your city… the young master of the Skytaker Sect, he… forcefully took my daughter. I could not be more grateful to serve a great man as yourself and bathe in your holy light… however… I must selfishly beg you to serve justice on this matter.”

‘Oh?’ Rokas stroked his chin. ‘Quite cliche… nevertheless, he is one of my citizens and I feel for him.’

“Rise, there’s no need for you to kneel so low.” Cang Yue helped him up. “Could you give any further details on the matter? The more we know, the easier it will be for us to aid you.”

‘System, can you tell me about this Skytaker Sect?’

[System: It is the ruling sect of one of the Southern Sea God Realm’s neighbours. To be more precise, it is a High Rank Star Realm and possesses a famous mercantile guild in the region. There have been many dealings between the two star realms and this young master in particular is quite famous for his lust.]

‘Typical.’

“He descended from the skies… took all the women who appealed to him and left. My son tried to fight against him… but he… he… was cleaved… in half. I was too terrified to do anything. I… I helplessly watched…”

“Do not fret, my dear citizen.” Rokas gave him a reassuring smile. “This young master you spoke of will suffer a far worse fate than that. All who conspired with him will meet justice at my hands just as well. I will also find your daughter and bring her home. All of this, I promise to you as your God-Emperor.”

“Ah, God-Emperor… you truly… are this dark Universe’s boundless light!” The old man kneeled once again. “For all of eternity, may you reign!”

“Do not fret, senior citizen.” Rokas smiled, pulling him back up again. “No one should even dream of harming the good, honest, people who live under my banner. This is a lesson that everyone will soon learn.”

He slowly floated up.

“And… best of all, it will only take me a minute.”

Cang Yue glanced at Rokas, joining his side.

“I will go with you, husband.”
