I think all 4 of our main characters are different and have different areas to develop in, and things we can learn from watching them. What I think of sakura when I see her at this stage is someone overconfident in herself, who knows everything about being a ninja theoretically, but always underperforms practically, probably because of her arrogance. So i guess so far they are really driving that in for us, so we feel the frustration of wanting to see her act. Kishimoto said sakura was a character who wasnt necessarily meant to be ideal, she just represented a realistic young girl and all the flaws they can have at that age. Not my favorite character by any means but I understand her purpose in the story.
