He was just too idealistic and assumed the village system would quell all conflict. One doesn't lower his head and his extend his hand of friendship to others and hope the fighting will stop. Madara on the other hand, was too ruthless and used force to subjugate the other villages. This led to the Stone Village becoming such a dirty, backstabbing nation. Tobirama knew of his brother's traits and used a realistic approach to bring peace through law and order. He jump started the ninja academy, anbu, and the police force. Unfortunately he distrusted the Uchiha and made them the police in order to control their emotions. That ultimately backfired when the Uchiha launched a coup d'etat and were massacred. Tobirama should have placed more faith and trust in the Uchiha like Hashirama, whom the Uchiha would never have rebelled against. Tobirama's policy of placing the village over individual and clan needs were zealously safeguarded by the elders and Danzo. Masashi Kishimoto has been bringing up dichotomies time and time again throughout the series. Love or hate, peace or war, the group or the individual, the village or the clan. As far love goes, Hiruzen cared deeply about everyone in the village to a fault. His compassion towards his student Orochimaru was so profound that he refused to kill him even given the chance to do so. He trusted Danzo so much that he turned a blind eye to all of Danzo's unsanctioned activities that ruined the lives of many, such as Itachi, Kabuto, and Sasuke. Had he been a more firm leader, many of the tragic events in the series, especially that of the Hyuga and Uchiha, could have prevented. Minato was Hokage for only a year at most. He was called the Child of the Prophecy and could have ushered in a new age of peace and stability the likes of which we have never seen. Future filler episodes 432-450 detail an alternate scenario in which Minato never died and continued to reign as the fourth hokage. Overall, the first was too idealistic, the second was too strict, the third was too soft, and the fourth died too soon. Ultimately everything is passed down to the current Hokage, Tsunade. She came in when the village was destabilized from Orochi's attack. She may not be perfect, but she tried her best to learn from her predecessor's failed policies and lead the village and the world towards a bright future, to which she has been doing a phenomenal job so far.
